More than One crore Bengali Hindu refugees including the Hindu ‘D’ voters in Assam are now legalized in India through new ordinance.

Hindus, other minority refugees from Pakistan, Bangladesh can now stay permanently in India with relaxed documents or no documents.

HENB | New Delhi | Sept 7, 2015:: India today decided to allow minority refugees from Bangladesh and Pakistan to stay in this country even after expiry of their visas on humanitarian grounds.

The central government has decided, on humanitarian considerations, to exempt Bangladeshi and Pakistani nationals belonging to minority communities who have entered India on or before December 31, 2014, in respect of their entry and stay in India without proper documents or after the expiry of relevant documents, a statement issued by the Home Ministry said.

The decision has been taken under Passport (Entry into India) Act, 1920 and Foreigners Act, 1946, it said.

At a time when the plight of Muslim refugees has shot to limelight due to the ongoing migrant crisis in Europe aiming an Islamic invasion to Europe in the name of a humanitarian hue and cry, India has done its part to come to the aid of non-Muslim minority refugees from Pakistan and Bangladesh.

The government also issued two notifications in the Official Gazette today under Passport (Entry into India) Act, 1920 and Foreigners Act, 1946.

There are reports that a number of Bangladeshi and Pakistani nationals belonging to minority communities in those countries, such as Hindus, Sikhs, Christians, Jains, Parsis and Buddhists, took shelter in India due to religious persecution or fear of religious persecution.

They have entered India either without any valid document, including passport and other travel document, or with valid documents but the validity of such document has expired.

The issue of regularisation of entry and stay of such Bangladeshi and Pakistani nationals in India has been under consideration of the central government, the statement said.

There has been no exact numbers of such minority refugees from these countries but officials put the figure of around two lakh Hindu and Sikh refugees from Bangladesh, Pakistan and Afghanistan living in India.

Ever since Prime Minister Narendra Modi government came to power in May last year, several steps including issuance of Long Term Visa (LTV) for these refugees have been initiated.

In November last year, Indian Home Minister Rajnath Singh had approved a number of steps to ease grant of citizenship to such refugees which included manual acceptance of applications for citizenship, consideration of an affidavit filed before the authority in return for citizenship renunciation certificate and permission to the children of such refugees, who entered India, on the basis of their parents’ passport, to apply for Indian citizenship without a passport.

In April this year, the Union Home Ministry rolled out an online system for LTV applications and for their processing by various security agencies.

The decision was taken to address the difficulty being faced by Hindus and Sikhs of Pakistan, Bangladesh and Afghanistan who had come with the intention of settling permanently in India.

There are 400 Pakistani Hindu refugee settlements in cities like Jodhpur, Jaisalmer, Bikaner and Jaipur. Hindu refugees from Bangladesh mostly live in West Bengal, Assam and other northeastern States.

Many of organisations related with Hindu Refugee Welfare welcome this ordinance as approximately one crore Bengali Hindu refugees in Assam and West Bengal from Bangladesh will be benefited as their stay in India will not be treated henceforth as illegal and Bengali Hindu Refugees facing the threat detention camp and deportation should not be treated as ‘D’ voters anymore.

Prof. Mohit Roy, a researcher on Bengali Hindu Refugees and Muslim infiltrators from Bangladesh, Key person of CAAMB (Campaign Against Atrocities on Minorities in Bangladesh) and Executive member of State Refugee Cell of WB BJP told HENB, ”though it’s a landmark decision of Modi Govt, the plight of Hindu refugees can finally be solved by accepting them as Indian citizens and all the Muslim infiltrators in India must be deported to their original countries on urgent basis”.

But one questions haunts in the concerned mind that what will be the fate of those Hindu refugees  from Bangladesh, Pakistan or Afghanistan who have came here after 31 Dec, 2014, still coming here or will come due to the havoc Hindu persecutions in the neighbouring Islamic states to India.

    Bjp government ko pak Bangladesh or Afghanistan se bat karni chaiye ki vo Hindus ko bhi apni countries mai kanoon banakar unko unke adikaroo ki raksha Kare or in refugiyo ko dubara apni countries ki citizenship de . or inki raksha karne ka bhi kanoon banae.

    Namaste. This is a revolutionary bill by our beloved PM.
    But it is sorry to say that till now at Ranghat and Bongaon railway platform of west bengal, some GRP cadre and local political backed heros…arresting the refugee who came after 71 sep from bangladesh.
    They are claiming lakhs of money for handover the refugee people ..
    I want justice.

    No one should give timeline to humanity, no one should violate human rights.
    No one should give timeline to humanity.
    How can one decide that if someone has came after 1971 are refugee and not human? people were in trouble, anguish and under melancholic circumstances due to religious persecution and genocide. Many children became orphan, many has lost their families, children, parents, husbands and wives. Now the question is how children could come, And how those people could come? those who were hungry for food, suffering from wounds? Bengali Hindus were accepted as Indian while partition then why insult them by labeling derogatory term ” foreigner “(illegal immigrants, illegal refugees) .
    Do you think that victims of genocide are illegal immigrants, (illegal refugees) ? if yes then where is humanity, law and justice?.

    This planet earth is of all living being and things.
    Rules and laws are to save humanity not to kill, torture or discriminate.

    What about those who born after 1971 are they all illegal immigrants, illegal refugees ?
    Lets be human first and respect each other.
    Respect and love is the symbol of humanity.

    Sacrifices of Bengali hindus n Punjabis (Sikhs n Hindus) during Freedom movements never got any reciprocal compensation from countrypeople.Those have NIL sacrifice in freedom movement r enjoing in the country.So Sad history.
