Amit Kaul | HENB | Jammu | May 15, 2016:: At least three sites have been identified by the Jammu and Kashmir government for setting up colonies for displaced Kashmiri Pandits and it has been conveyed to the Union Home Ministry for assessment. This has been said in an official notes of J&K CM.
Official sources said most of the land is being held by private owners and the state government has approached them for outright sale of the land where it plans to construct dwelling units to rehabilitate them.
One of the identified lands is in North Kashmir’s Baramulla district. It is spread over more than 200 kanals at Kanispora Johema on the outskirts of Baramulla and is close to the national highway and railway station.
Two other pieces of land have also been scouted for in central and south Kashmir but are yet to be finalised.
Union Home Ministry officials have advised the Jammu and Kashmir government to finalise the land as early as possible so that construction works of colonies for Kashmiri Pandits could be started.
In September 2014, Union Home Minister Rajnath Singh had written a letter to the then Chief Minister Omar Abdullah for allocation of “suitable” land for creating dwelling units for displaced Kashmiri Pandit families under the government’s plan to implement rehabilitation scheme for the migrants.
Singh had suggested that the land may be identified near the places from where they migrated and also advised that this should be done in such a manner that there was adequate security in and around the area.

Hearing this news of allocating only three pieces of land for accommodating over 60000 displaced families without consulting with all the stake holders, one of the prime organisations of Kashmir pundits declared the matter as an eye-wash on the part of BJP-PDP coalition Govt.
A veteran from Panun Kashmir, an organisation fighting for the rights and rehabilitation for Kashmiri pundits told HENB that the present BJP-PDP Govt in J&K is doing more politics than appropriate practice for the well-being for the ‘persecuted’ and ‘displaced’ Kashmiri people of Hindu roots.
“This move of allowing only three places to the huge numbers of displaced families in a style of giving alms, is nothing but a conspiracy to confine the Kashmiri Pundits in the new cages in Kashmir valley. The Islamists have looted hundreds acres of valuable lands and orchards from the Kashmiri Hindus and pundits evacuated from their own places and Govt. is now telling a story of three piece of lands. This is a complete humiliation to the rights and status of entire Kashmiri people of Hindus roots. Once persecutors can’t be peace makers now. The Home Land for Kashmiri Pundits within J&K is the only solution of this problem”, said Dina Nath Kak, an elderly member of Panun Kashmir conveying his reaction to HENB over the present issue.
Upananda Brahmachari, Editor of Hindu Existence and expert on Kashmir matters opined that the planning of such confinements of Kashmir pandits in three vulnerable places in Kashmir valley before restoring complete peace and control there would be dangerous as easy targets of the Jihadis for their attempts to separate Kashmir from India.
“Govt. must sanitize the entire zone from any threat of Jihad on priority basis before starting its rehabilitation enclaves for the displaced Kashmir people. Otherwise, it will be a huge loss of lives and resources both ways”, said Brahmachari to this reporter.
