Ex-CBI Chief Writes to PM Modi, Demands Equal Rights for Hindus Under Articles 25-30.

Nageswara Rao, Former CBI Director, Requests Appointment with PM to Discuss Equal Rights for Hindus.

Upananda Brahmachari | HENB | New Delhi | Aug 23, 2025:: In a significant and timely move, Former CBI Director Nageswara Rao has urged a discussion with the Prime Minister to address the deprivation of equal rights to Hindus in the country. Rao believes that this discrimination stems from Articles 25 to 30 of the Constitution of India.

To facilitate this discussion, Rao has formally sent a letter to the Prime Minister’s Office (PMO) requesting an appointment with Honorable Prime Minister Shri Narendra Modi at his earliest convenience. In his letter, addressed to Sanjay R. Bhavsar, the designated OSD (Appointments & Tours) of PMO, Rao has expressed his concerns and requested a meeting to discuss potential amendments to the aforementioned articles.

The letter dt. 21.08.2025 highlights Rao’s efforts to bring attention to the issue and seek a resolution that would ensure equal rights for Hindus in the country.

In his letter Nageswara Rao wrote to PMO as below:

Dear Shri Sanjay R. Bhavsar,

The Indian Constitution, through Articles 25 to 30, systematically discriminates against Hindus by denying them equal religious, cultural, and educational rights compared to minorities Muslims and Christians who constitute a global majority. These denials are briefly outlined as follows:

1. Denial of Right to Profess Religion: Although Article 25 guarantees the right to freely profess religion, Hindus face persecution in minority-dominated areas, exemplified by the genocidal ethnic cleansing of over 500,000 Kashmiri Hindus in the 1990s, with the Indian state and Supreme Court remaining mute spectators. The only crime of Hindus in Kashmir was their Hindu identity.
2. Denial of Right to Practice Religion Without Interference: While Article 25 grants the right to freely practice religion, the Indian state and judiciary selectively target Hindu practices. Hindu temple traditions, such as those at Sabarimala, are interfered with; Hindu festivals like Diwali and Holi face restrictions (e.g., firecracker bans and water wastage critiques), while Christian and Muslim festivals face no such restrictions.
3. Denial of Right to Protect Against Conversion: Although the Hindu religion does not involve conversion, Article 25’s provision for the right to propagate religion grants a license to Abrahamic religions, enabling aggressive proselytisation by Christianity and Islam targeting Hindus. This has reduced Hindu populations, rendering them a minority in several states, numerous districts, and thousands of villages, while the non-proselytising Hindu religion gains no benefit and faces demographic erosion.
4. Denial of Right to Manage Places of Worship: While Article 26 grants the right to establish and manage places of worship, over 200,000 Hindu temples, with assets worth lakhs of crores and annual income running into thousands of crores, are nationalised by state governments across India, stripping the Hindu religion of religious autonomy, resources, and institutions, while Christian churches and Muslim mosques remain fully autonomous.
5. Sectarian Public Funding Promoting Christians and Muslims to the Exclusion of Hindus: Article 27 prohibits sectarian public funding to promote any religion. Yet, the Indian state violates this by allocating thousands of crores of rupees annually for the welfare of Muslims and Christians based on their religious identity, while Hindus are denied the same because they are Hindus, thereby incentivising the conversion of Hindus using secular public funds.
6. Denial of Right to Cultural Preservation: Article 29’s misleading “minorities” heading denies Hindus cultural rights, neglecting Hindu heritage and allowing their civilisational identity to erode.
7. Denial of Right to Teach Civilisational Heritage: Article 28 bars the teaching of ancient civilisational knowledge and texts in public education, severing Hindus from their intellectual legacy. In contrast, Muslims and Christians can freely teach their religious texts in madrasas and convent schools while receiving state funding.
8. Denial of Right to Equal Educational Autonomy: Article 30 grants minority Christians and Muslims the right to establish and manage educational institutions, while Hindus are denied the same right. As a result, Hindu educational institutions face excessive state regulation, leading to the secularisation of Hindu schools and forcing Hindu communities to seek minority status, thus fragmenting Hindu society. Coupled with Article 28, the Constitution effectively denies Hindus the right to learn their religion. Recognising this discrimination, the late Syed Shahabuddin introduced a Private Member’s Bill in Parliament to amend Article 30.
9. Denial of Right to Constitutional Remedies: Although Article 32 entrusts the Supreme Court to be the guardian of fundamental rights, its inaction on violations of the fundamental rights of Hindus, contrasted with its proactive defence of Christian and Muslim rights, renders Hindu fundamental rights ornamental, fostering systemic bias.

For over 11 years, the Bharatiya Janata Party (BJP) under the leadership of Shri Narendra Modi has been in power, elected entirely on Hindu votes. The BJP has consistently criticised the pseudo-secular policies of the Congress and other non-BJP parties and governments, promising to establish true secularism. True secularism presupposes constitutional equality without discrimination based on religion. Therefore, it is imperative to amend Articles 25 to 30 of the Constitution to grant Hindus equal religious, cultural, and educational rights on par with those given to Muslims and Christians.

To present these existential issues affecting Hindus and the Hindu religion and to seek urgent action for amending Articles 25 to 30 of the Constitution, I request you to kindly arrange an appointment with the Honourable Prime Minister, Shri Narendra Modi ji, at his earliest convenience. Given the profound nature of these issues, which require detailed explanation, the duration of the appointment should be at least 45 minutes.

As I reside in Hyderabad, please provide sufficient advance notice to allow me to travel to New Delhi.

A response confirming the appointment would be greatly appreciated.

Rao’s Letter Creates a Stir in PMO, Meeting with PM Uncertain

According to sources, Nageswara Rao’s letter has created a significant stir in the Prime Minister’s Office (PMO), with some indicating that a meeting between Rao and Prime Minister Narendra Modi is being considered. However, another source suggests that Rao may not get an opportunity to meet the PM due to his vocal criticism of the RSS and BJP.
