Rupa Basumatari | HENB | Guwahati | Oct 22, 2025:: The Assam government, led by Chief Minister Himanta Biswa Sarma, is set to introduce a series of bills in the upcoming Assembly session aimed at addressing “love jihad,” polygamy, and preserving the state’s cultural heritage. The proposed legislation also seeks to grant land rights to the tea tribes community and protect Satras Vaishnavite monasteries, allegedly to counter Islamic aggression in Assam through “land jihad.”
Addressing the media, Sarma stated that the new bills would be “historic” and “transformative,” but withheld detailed information, saying specifics would be revealed after the state cabinet’s formal approval. The proposed laws are expected to include measures to preserve Satras Vaishnavite monasteries, regulate land sales, grant land rights to tea tribes, ban polygamy, and target “love jihad” with proposed life imprisonment sentences.
The bills have drawn criticism from opposition parties and civil rights groups, who accuse the government of exploiting communal rhetoric for political gain. Critics argue that the proposed laws, particularly those targeting “love jihad,” are based on a so-called ‘conspiracy theory’ with no basis in Indian law and are designed to fuel communal polarization. But, the magnitude of ‘love jihad’, ‘land jihad’, and ‘Islamic polygamy’ has reached a peak in India across all its provinces, which should be stopped at any cost to protect Indian democracy and ensure the security of the majority Hindu population, thereby preventing any potential Islamic separation of the country.
The proposed legislation reflects the Assam government’s efforts to regulate interfaith marriages, polygamous relationships, and safeguard cultural institutions. If passed, these laws could mark a significant escalation in the Bharatiya Janata Party’s ideological push in the Northeast, aligning Assam’s policies with those of Uttar Pradesh and Madhya Pradesh, which have introduced anti-conversion laws under similar pretexts.
The proposed legislation includes measures to:
– Preserve Satras Vaishnavite Monasteries: Protecting institutions integral to Assam’s cultural identity
– Regulate Land Sales: Requiring chief ministerial approval for inter-religious land transactions
– Grant Land Rights to Tea Tribes: Addressing historical marginalization of the community
– Ban Polygamy: Imposing penalties for government employees marrying again without approval
– Target “Love Jihad”: Imposing life imprisonment for alleged forced conversions through deceitful marriages
Rights organizations have cautioned that the bills, if implemented, will legitimize state intrusion into private lives and restrict interfaith harmony in one of India’s most diverse regions. The Congress and AIUDF have warned that the proposed laws could lead to harassment of minorities and undermine constitutional rights to religious freedom and marriage choice.
But, these Rights )rganizations never see the Islamisation of Assam in an unbelievable way. Assam’s demographic landscape is undergoing significant changes, with many districts experiencing a shift towards Muslim majority or influence. According to recent data, 11 out of 34 districts in Assam have already become Muslim-majority areas.

– Karimganj: 56.36% Muslim population
– South Salmara Mankachar: 95.19% Muslim population
– Hojai: 53.64% Muslim population
Assam Chief Minister Himanta Biswa Sarma has expressed concern over the rapid growth of the Muslim population, stating that it has reached 40% and is increasing at a rate of 30% every decade. He predicts that Assam will become a Muslim-majority state by 2041.
Population Jihad in Assam is a great concern in the state. The changing demographics in Assam have sparked controversy and concerns about infiltration and population growth management.
