Upendra Bharti | HENB | New Delhi | Nov 9, 2025:: The Gujarat Anti-Terrorist Squad (ATS) has made a significant breakthrough in foiling a terror plot involving the lethal poison ricin. On November 7, the ATS arrested three individuals, including a doctor with an MBBS degree from China, who were allegedly planning to carry out a major terrorist attack in India.
The accused, identified as Dr. Ahmed Mohiyuddin Saiyed, 35, from Hyderabad, Telangana, Azad Suleman Sheikh, 20, from Shamli, Uttar Pradesh, and Mohammad Suhail Mohammad Saleem, 23, from Lakhimpur Kheri, Uttar Pradesh, were arrested near Adalaj in Gandhinagar. The arrested culprits are Muslims and obviously, Quran followers.
According to ATS Deputy Inspector General (DIG) Sunil Joshi, the accused had been planning to carry out a terrorist attack using ‘ricin’, a highly toxic substance extracted from castor seeds oil. The poison is considered 6,000 times more lethal than cyanide and has no known antidote, as told. Ricin is a highly toxic substance listed under Schedule-1 of the Chemical Weapons Convention.
A ricin biochemical weapon terror plot of this nature, targeting Hindus, appears to be part of a larger conspiracy by the international jihadi workforce to establish an Islamic State in India. It is not also clear whether this ‘Poison Jihad’ is designed with the aim of turning India into Islamistan under Ghazwa-e-Hind.
The Plot
The ATS revealed that Dr. Saiyed, who was radicalized online, had been in contact with a handler named Abu Khadija, associated with the Islamic State Khorasan Province (ISKP), fomerly a part of ISIS. The handler had allegedly provided Dr. Saiyed with instructions on how to prepare ricin and had also sent arms and ammunition via drones from across the Pakistan border. Hence, the involvement of the Pakistani intelligence agency ISI cannot be ignored in this case.
The accused had conducted reconnaissance of sensitive locations in Lucknow, Delhi, and Ahmedabad, and had procured equipment and raw materials to produce ricin. They had also collected weapons, including two Glock pistols, a Beretta pistol, and 30 live cartridges.

Investigation and Arrests
The ATS, acting on specific intelligence, intercepted Dr. Saiyed’s vehicle near Adalaj Toll Plaza on the Ahmedabad-Mehsana highway. During the search, the ATS found the weapons, castor oil, and digital devices.
Further investigation led to the arrest of Sheikh and Saleem, who had allegedly supplied Dr. Saiyed with firearms and cartridges. The ATS also seized three mobile phones and two laptops from the accused.
Charges and Remand
The three accused have been booked under the Unlawful Activities (Prevention) Act (UAPA), Bharatiya Nyay Sanhita, and Arms Act. Dr. Saiyed has been remanded in ATS custody till November 17, while Sheikh and Saleem will be produced before a court.
The ATS is coordinating with central and state agencies to trace wider networks and make further arrests. The investigation is ongoing.
