Upendra Bharti | HENB | New Delhi | Nov 16, 2025:: A chilling plot to unleash terror across six major Indian cities on December 6, the anniversary of the Babri Masjid demolition, was foiled thanks to the vigilance of probe agencies. According to top intelligence sources, a Jaish-e-Mohammad (JeM) terror module, comprising doctors and other professionals, was planning coordinated explosions to avenge the 1992 event.
The Masterminds Behind the Plot
The module, allegedly led by Dr. Shaheen Ansari, Dr. Parvez Ansari, and others, had drawn up a five-phase plan to execute the attacks. The phases included formation of the module, procurement of raw materials, manufacturing of improvised explosive devices (IEDs), distribution of assembled bombs, and execution of synchronized explosions.
The Investigation
During interrogation, the arrested suspects, including Dr. Shaheen Saeed, her brother Dr. Parvez, and Dr. Muzzamil, revealed crucial inputs about the group’s financial network and operational hierarchy. The investigation has led to the arrest of nine people from Uttar Pradesh, Haryana, and Jammu & Kashmir, with three others detained from UP.
Possible Target: Ayodhya
Investigators are examining whether the module planned a parallel operation in Ayodhya on November 25 during the Prime Minister’s visit. The security agencies are taking no chances, with police forces in prominent locations put on high alert with increased security, frisking, and area checks.
The Accused
The accused include Dr. Adeel Ahmad Rather, Dr. Muzammil Ahmad Ganaie, Molvi Irfan Ahmad, Arif Nisar Dar, Yasir-ul-Ashraf, Maqsood Ahmad, and Zameer Ahmad Ahanger. The investigation is ongoing, with the probe agencies working to unravel the entire network and prevent any further threats to national security.

Investigation Reveals Further
The dedicated investigation has revealed a sinister plot linked to the Red Fort car blast, which has been connected to a terror module operating out of Al Falah University in Faridabad. The module, allegedly comprising doctors and other professionals, had planned to unleash terror across multiple locations.
The Red Fort Car Blast
On November 10, a Hyundai i20 exploded near the Red Fort Metro Station, killing at least 13 people and injuring several others. The car’s driver, Dr. Umar Nabi, an assistant professor at Al Falah University, is believed to have deliberately detonated the explosives.
Al Falah University’s Connection
Al Falah University came under scrutiny after the recovery of 2,900 kg of explosives from a rented accommodation linked to the arrested suspects. The university has been investigated for its alleged links to the terror module, with several doctors affiliated with the university arrested in connection with the plot.
Key Arrests and Detentions
– Dr. Muzammil Ahmad Ganaie: Arrested on October 30, Dr. Ganaie is believed to be a key figure in the terror module.
– Dr. Shaheen Sayeed: Arrested on November 10, Dr. Sayeed is a doctor at Al Falah Hospital and allegedly had links to the Jaish-e-Mohammad terror group.
– Two Al Falah University doctors: Detained on November 14, the doctors, identified as Mohammad and Mustakim, are believed to be close associates of Dr. Umar Nabi.
– Dinesh alias Dabbu: Detained for selling fertilizers without a license, Dinesh is being investigated for possible links to the terror module.
Probe Onwards
The investigation is ongoing, with the National Investigation Agency (NIA) and Delhi Police working together to unravel the plot. The probe has revealed that the module used encrypted communication methods, including Signal and Threema, to coordinate their plans, developing ‘Secret Communication Network’.
Security Measures
Security has been heightened across the city, with increased deployments around key landmarks and transport hubs. The Association of Indian Universities (AIU) has suspended Al Falah University’s membership, citing concerns over the institution’s “good standing” status.
Tablighi Jamaat back in headlines
According to Investigation reports, Tablighi Jamaat members were detained for questioning in connection with the Red Fort blast case from Faiz-e-Ilahi Mosque in Chandni Chowk, where Dr. Umar Nabi, the alleged suicide bomber, stayed. They were later released after questioning. The mosque management committee was asked to provide visitor records. A fresh FIR has been filed by the Delhi Police’s Special Cell to probe the conspiracy angle, with the main investigation being handled by the NIA. Overnight raids were conducted in Haryana’s Dhauj and Nuh areas, resulting in the detention of three doctors from Al Falah University, including Mohammad and Mustakim, who were in contact with Dr. Muzammil. Their interrogation is ongoing to determine their role in procuring explosives.
Delhi mosques and Jamaat centers have faced often scrutiny over potential links to Jihadi terrorists, with concerns about whether they may be harboring Islamic extremists intentionally or unintentionally.
