B Upendran | HENB | Hyderabad | Dec 23, 2025:: The Andhra Pradesh government has announced a probe into an alleged racket promoting circumcision among non-Muslims, following a letter written by former Central Bureau of Investigation (CBI) director M. Nageswara Rao. Rao has alleged that circumcision procedures were being carried out in hospitals across Andhra Pradesh with the criminal intention of promoting a communal agenda.
This reveals a new dimension of ‘Circumcision Jihad’ to victimize innocent Hindus stealthily. If such a conspiracy is really hatched against Telugu Hindus in Andhra Pradesh, the possibility of making them impotent in other ways at the time of circumcision by the doctors with Jihadi faith, cannot be ignored.
In a detailed letter addressed to Andhra Pradesh Health Minister Satya Kumar Yadav and posted in its entirety on X, the former CBI director flagged what he described as an organised racket encouraging circumcision among non-Muslim boys in the state, particularly among Telugu Hindus. Within less than 30 minutes of the letter being posted, Yadav—who is Andhra Pradesh’s lone Bharatiya Janata Party (BJP) minister—responded publicly on X, stating that his department would look into the allegations.
In his communication, Rao, a former Indian Police Service (IPS) officer, wrote that circumcision procedures were being conducted on boys from non-Muslim communities in hospitals located in the National Democratic Alliance (NDA)-ruled state. He claimed to possess credible information suggesting that several medical practitioners were “being taught or influenced to believe that circumcision is a beneficial medical procedure.” As a result, he alleged, these practitioners had been advising and performing circumcisions on non-Muslim boys.

Rao further stated that the practice had continued for a considerable period in Andhra Pradesh and expressed suspicion that it was part of an organised effort to promote a communal agenda. He described the situation as deeply concerning, asserting that it appeared to stem from misinformation being disseminated through medical education or training. According to him, this misinformation may be linked to a coordinated attempt to promote a particular religious or communal agenda under the guise of scientific medical practice.
While speaking to ThePrint – a media platform, the former CBI director said that his letter was based on credible information gathered from several medical practitioners, as well as from “some affected youth” in Andhra Pradesh. He subsequently called for the constitution of an inquiry committee to conduct a thorough and impartial investigation into the alleged circumcision of non-Muslim boys in both government and private hospitals across the state.
“There seems to be an organised racket, which can come to light with a thorough probe,” said Rao, a 1986-batch IPS officer of the Odisha cadre, in his interaction with ThePrint. He emphasised that the matter was sensitive and should be addressed with seriousness and urgency in the interests of public health, medical ethics, and communal harmony.
In addition to seeking an inquiry, Rao has urged authorities to review medical records from the past 10 years or more to determine the medical indications and justifications for each circumcision procedure performed. He has also called for an examination of the syllabi, teaching materials, and training modules of all medical colleges and institutions in Andhra Pradesh to ascertain whether such information is being imparted as part of the curriculum. Further, he has sought an investigation into the prevalence of such practices among medical practitioners in the state, calling for immediate corrective measures in his letter to Health Minister Satya Kumar Yadav.
