Karachi hub of anti-India jihadists supported by Pakistan army: ICG Report.

Upananda Brahmachari | HENB | New Delhi | Feb 16, 2017:: Brussels-based think tank, International Crisis Group (ICG) released its startling revelation that Pakistan port city of Karachi is functioning as a hub of anti-India jihadist groups and criminals who often enjoy the support of the Pakistani army.

The report suggests terrorist groups like Lashkar-e-Taiba, its parent organisation Jamaat-ud-Dawa both run by Hafiz Saeed, Maulana Masood Azhar led Jaish-e-Mohammad and anti-Shia group Lashkar-e-Jhangvi have “umbilical links with Karachi’s large, well-resourced madrassas”.

It says Pakistan’s most dangerous groups actively contest Karachi’s turf and resources. These outfits operate madrassas and charity fronts with no hindrance from Pakistani law enforcement authorities. Moreover, the ex-Pakistani army officials are well connected with these organisations to train the Jihadi operatives of these militant groups so that a  Ghazwa-e-Hind can be perpetuated to capture India by converting or destroying the majority Hindus and other non-Muslims.

The ICG report+ on Karachi says,  Prominent pro-jihadist madrasas continue to operate freely, including the Jamia Uloom Islamia in Binori Town, a fountainhead of Deobandi militancy countrywide that maintains close ties to Jaish-e-Mohammed; the SITE-based Jamia Binoria; and the Jamia Darul Uloom madrasa in Korangi, whose leaders, the Usmani brothers, have links to jihadist organisations.  In May 2016, the Sindh Rangers’ director general visited the latter, meeting administrators and scholars, including the Usmani brothers. According to a senior international police officer who works closely with Karachi law enforcement agencies, “this was an important signal [to the madrasa]. The message was, ‘We won’t touch you guys’”. Ghazwa-e-Hind is a most important part of education in Pakistani madrasas.

The role of Pakistani army and Pak spy agency ISI are apprehended from the report for coordinating this Ghazwa-e-Hind to Islamize India fully and absolutely.

But what is this Ghazwa-e-Hind? 

Ghazwa-e-hind+ is an widespread Islamic concept mainly in Pakistan which says that through the hadiths prophet muhammad predicted the takeover of the entire indian subcontinent by muslims and finishing of all the religions which don’t comply with the tenants of the true religion(islam). Akhand bharat concept says regardless of which religion is majority in which areas, places which have influence of hinduism should all come together and become one great indian empire. It doesn’t say anything about he religious or political structure of the Akhand Bharat (pre-partitioned India). After the great war islamic Sharia law will be implemented in india and all social economic process will be run through those laws. Under this belief, the Ghazwa-e-hind propagators give two options for the Hindus and other non-Muslims in India, be converted or killed by Islamic swords.

The ICG’s report titled “Pakistan: Stoking the fire in Karachi”, talks about how ethnic, political and sectarian rivalries and a jihadist influx are turning the largest and wealthiest city of Pakistan, into a pressure cooker. It says that during a crackdown on jihadists and criminal gangs, Pakistan Rangers have spared many areas in Karachi and its outskirts of the city, known as the redoubts of “good” jihadists like LeT-JuD and Jaish-e-Mohammed.

“There are pockets all along the Super Highway of ‘good Taliban'”, ICG quoted a senior Sindh ruling PPP (Pakistan People’s Party) member.

Quoting elected representatives, senior officials, journalists, civil society activists and sources from the ground, ICG report states that while many jihadist masterminds had fled Karachi by September 2013, anticipating the Rangers’ operation, they may have now returned emboldened by lack of action. On the role of these groups when India-Pakistan tensions are running high, ICG quoted a retired senior provincial official of Pakistan, who said, “Any time Pakistan-India or Kashmir tensions flare, these groups mobilise in the heart of the city…You can’t treat (LeT and Jaish-e-Mohammed) as your friends in one part of the country and your enemies elsewhere.”

A police officer from Karachi, as quoted by ICG, said, “We tend to look at law and order challenges in isolation; we can’t. We have to also look at (them) in the context of our foreign policy choices”. The report adds that “prominent pro-jihadist madrassas continue to operate freely…” Arguing that alienation of unemployed youths does not necessarily lead to jihadist recruitment, the report speaks of well-funded jihadist organisations in Karachi proactively tapping young men who have no other way to make a living. For many with few other prospects, jihad is a job,” the ICG says.
