Upananda Brahmachari | HENB | Haridwar | Feb 4, 2024:: Some two years back Swami Nischalananda Saraswati, the Govardhan Math of Puri appealed to Prime Minister Narendra Modi and Home Minister Amit Shah for a complete ban on Cow slaughter with an immediate effect.
In his video message, Swami Nischalananda Saraswati mentioned the reverence and importance of cow progeny in India for its agriculture and other prosperity. He also requested PM Modi and Amit Shah not to call the Gorakshak (cow vigilanties) as Goond (goons) and be active to remove the black scar on India for happenings of the cow slaughter against the values and humanity.
But, the appeal of Puri Shankaracharya did not find any solution.
In 2014, prominent BJP leader and Hindutva statesman Dr Subramanian Swamy wrote a letter to PM Modi to ban cow slaughter in India under the provisions of Indian constitution.

On 13th Sept, 2014, the BJP stalwart and Hindu think tank Dr Swamy wrote PM Modi ( obviously drawing attention of his party colleague), “I draw your kind attention to the speech you gave to the 4th Annual General Meeting of the Jain Traders’ Organisation as Gujarat CM on Oct 28, 2012 condemning the Union Govt (then UPA II) or promoting beef export and worse the Union Government providing subsidy even while levying duty on cotton export. In your Lok Sabha speeches too you made fun on the then Union Government for wanting not a green revolution or a white revolution but to promote a “pink revolution, and vowed that you will enact a law banning cow slaughter”.
Dr Swamy urged further: “I also draw your attention to Article 48 of the Indian Constitution read with Article 37 (which mandates it as a principle of governance) enabling the prohibition of the slaughter of cows and other milch cattle”.
Even then the Modi Govt could find no place to take the matter of ‘National Ban on Cow Slaughter’ on priority.
After that, a strongly resolute Dr Subramanina Swamy brought a private member bill in the parliament under the name of “Cow Protection Bill, 2107“.
In the floor of Rajya Sabha, BJP MP Subramaniam Swamy moved for the consideration and passing a Private Member Bill – Cow Protection Bill, 2107 that seek death penalty for cow slaughter. He also suggested imposition of a voluntary cess for taking care of cows which no longer give milk.
In his informative and exclusive articulation Dr Swamy clarified immense importance of Indian progeny cows (Bos Indicus) for its utility in agriculture, its high medicinal and nutritional values of milk and the use of cow-urine and cow-dung under new research and patents.
In his speech on Cow Protection Bill, 2107, Dr Swamy clarified the implications of Article 48 and the Article 37 of Indian constitution, fully quoting the Art 48 as ” Organisation of agriculture and animal husbandry: The State shall endeavour to organise agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds, and prohibiting the slaughter of cows and calves and other milch and draught cattle.” Swamy also reminded how the members of constituent assembly for writing the Constitution gave much importance on Cow protection, even in the last moments of adopting it.
But, Dr Swamy withdrew the bill on Feb 2, 2018 (in the Budget session ) after getting government assurance from the animal husbandry ministry to do the needful. But, this was another ‘Jumla’ (faking with hollow promises) from the side of BJP to play foul with Hindu Sentiments.
Naturally, Dr Swamy was cheated and frustrated by the Modi lead BJP Govt in the center in various issues like Cow Protection, Ram Setu or economic matters.
In 2014 BJP manifesto, there was clear mention of Cow protection in order to influence the Hindu voters for fulfilling their aspiration to a ‘Ban on Cow Slaughter’ in India. As a PM candidate Narendra Modi was then very much vocal in his election campaigns to attack Congress for Cow Slaughter and Beef -Export narrating it a ‘Pink Revolution’ and he had to play his record on ‘White revolution’ i.e. huge milk production through cow protection banning cow slaughter. But all those from Modi proved as hollow promises.
Under the immense pressure of various Goraksha Dal connected with alternative Hindutva organisations (not linked with RSS, VHP, BJP) and for their continuous activities to stop ban cow slaughter, some BJP led Governments in Haryana, Uttar Pradesh, Madhya Pradesh, Maharashtra introduced prohibitory laws and rules to Ban Cow slaughter. But, with the change of Govt in Karnataka, the present ruling party congress is trying to null the previous “Cow Protection Provisions” introduced by earlier BJP Govt. On the other hand, some BJP rule states like Goa, Arunachal Pradesh export beef from other states to satisfy the cuisine of Muslims living there. So, a Central ordinance for the prohibition on Cow -slaughter is the need of the hour along with stopping illegal Beef-trading and Halal certification as well.
Interestingly, the BJP party top brasses and influencers are divided on the issue of “Ban on Cow-slaughter Cow” interalia “Cow Protection”.
When Dr Subramanian Swamy and Advocate Ashwini Upadhyaya (both are now sidelined by BJP) has been advocating to ban the cow slaughter; Home minister Amit Shah and another central Minister of BJP Kiren Rijiju stuck the news headlines with utter astonishment.
On 2nd June 2017 (Friday), the then BJP national president and now Central Home Minister Amit Shah confirmed in Kerala that ‘Central Govt has no planning to ban cow-slaughter‘. Then, Shah held talks with the leaders of the National Democratic Alliance (NDA) in Kochi and clarified that the Union government had not banned cattle slaughter in the country.
In May 2015, Central Minister and BJP leader of North East, Kiren Rijiju emboldened the BJP’s fissures on the issue by saying “I eat beef, can somebody stop me?”
But, under the pressure from the down line BJP supporters, Rjijiju retracted, “I don’t eat beef; media “twisted” my statement“.
Such contradictions within BJP over the issue surface the cause of negligence on the Ban on Cow Slaughter undermining and hurting the Hindu sentiments only to appease its Muslim (read Pasmanda) Vote Bank.
The BJP and its leaders think Hindus will take it as granted as their fate under BJP rule whatsoever.
In the last year on February 14, in a ruling, Justice Shamim Ahmad of Allahabad High Court expressed hope that the Centre will take an appropriate decision to ban cow slaughter and declare Cow as a “protected national animal“.
“We live in a secular country and must have respect for all religions. In Hinduism, the belief is that the cow is the representative of divine and natural beneficence. Therefore it should be protected and venerated,” Justice Shamim Ahmad said on February 14, 2023 dismissing a plea seeking the quashing of criminal proceedings against a person under the Uttar Pradesh Prevention of Cow Slaughter Act, 1955.
Not only that Justice Ahmad clarified, ” a cow’s legs symbolise the four Vedas and her milk is four “purushartha” (or human objectives — “dharma” or righteousness, “artha” or material wealth, “kama” or desire and “moksha” or salvation”.
“Her horns symbolise the gods, her face the sun and moon, and her shoulders “Agni” (the god of fire). The cow has also been described in other forms: Nanda, Sunanda, Surabhi, Susheela and Sumana,” Justice Ahmad said.
Reminding everybody, ‘the origin of the veneration of the cow as traced to the Vedic period’, a Muslim Justice Shamim Ahmad urged the Central Govt led by PM Modi, but the a so called “Hindutvawadi” BJP govt in the center has rejected it out rightly.
For garnering the Hindu votes in favour of BJP, the operatives of the party inaugurated the under construction Ram Temple in Ayodhya by PM Modi violating all sacred rules ascribed in the scriptures. Not only that, they completely rejected the cause of incarnation of Lord Ram in this world. The Ram Charit Manas says, ” बिप्र धेनु सुर संत हित लीन्ह मनुज अवतार। निज इच्छा निर्मित तनु माया गुन गो पार॥ Bal Kand Doha 192॥” The most venerated Book on Lord Ram explicitly says, “God took human incarnation for the sake of Brahmins, cows, gods and saints. They (Ajnamayi, Malina) are beyond Maya and its qualities (Sat, Raja, Tama) and the (external and internal) senses. His (divine) body is created by his own will (not by the triple material substances being bound by any karmic bondage)”. But, RSS-VHP-BJP controlled Shri Ramjanmabhoomi Teerth Khestra Trust made the #KalyugiPratishtha highlighting PM Modi for their interest in 2024 election success and dumped the ‘Cow Protection’ and ‘Ban on Cow Slaughter’ issue violating the ‘Maryada of Prabhu Ram’ (the standard and attribute of Lord Ram). Nobody in RSS-VHP-BJP and Ram Janmabhoomi Trust has any say or interest for ‘Cow Protection’ or ‘Ban on Cow slaughter’. This is nothing but a sin.
For its Muslim appeasement policy, BJP is delaying to introduce a central ordinance to Ban Cow Slaughter in all over the Indian territory or the party is supporting its business handles (to get huge donations) who deals with cow slaughter, beef export and Halal trading.
It is better to introduce an ordinance to Ban Cow Slaughter in the holy land of Bharat honoring the Hindu sentiments before a retaliation in BJP’s Hindu vote bank. Otherwise, a big revolt and exposure are bound upcoming.
