   THE QUESTION IS Y IS DHAMI AND HIS VANAR SENA DOING THESE RIOTS ?

   HALDWANI RIOTS ,are a symptom of the deep rooted malaise,of corruption,incompetence and debauchery,in the state of Uttarakhand,where officers of the rank of IGP, cannot read English ! There are no jobs and there is rampant corruption.The Uttarakhand Police and the varied Ministries and SOE,thrive,in these climes, of corruption,illiteracy and debauchery.Uttarakhand Police, is a Police force,whose inspectors were caught cheating, in their own recruitment exams..Examples of the complete corruption,incompetence and mismanagement in the state of Uttarakhand,are listed below:

   This state has/had no LokAyukta,for more than 7 years
   The Directorate of Audit Uttarakhand,Audit reports for the last 7 years,were tabled in the Assembly, only in 2023,and the Directorate is understaffed ,under funded and engaged on routine,repetitive and non-value added audits,as the state has no intent,to use this arm,to identify inefficiencies, wastages, losses, improvements, systemic failures and weaknesses and frauds
   The Directorate of Audit Uttarakhand,has not placed a single audit or inspection report,on its portal.It places what is called an Annual Report of the Directorate,which only has a summary of the audit work done (CAG places all audit reports online,as per law)
   There is no PAC review of the CAG Audit reports after 2018 (as no legislator knows, what an “Audit” is)
   Not a SINGLE PAC report is online,even on the Uttarakhand Assembly portal
   UKSSC and UKPSC routinely leak exam papers,at a set frequency, akin to the lunar cycles,in part as the education system is rotten,primitive and corrupt with fake degrees and cheats, and that, it is only by cheating,that students can pass the exams of the UKSSC and UKPSC.Can a state which cannot secure exam papers,protect religious sites, from attacks by AQ or Daesh ?
   Rampant corruption in every SOE in Uttarakhand,even in the area of recruitments (using the ubiquitous “manpower consultants”).Not a single SOE,is untainted by a recruitment scam
   Astounding corruption in the recruitments of the Uttarakhand Assembly,using manpower consultants
   An Ex-DGP of Uttarakhand Police, is subject to an SIT enquiry and a chargesheet
   A serving IPS officer ,Amit Srivastava,upgraded from SPS, in the State Police, has an FIR against him for murder of a man called Mohan Singh,and is being enquired into,by the CVC, in a Rs 200 crores,banking and Exim fraud.The Supreme Court has issued notices on the constitution of a SIT,on the matter,and expressed shock and dismay,on the matter. THIS CLOWN FAILED IN MAHS IN CLASS 10 AND PASSED WITH GRACE MARKS
   Another IPS officer,on transfer to the CBI,had complaints against him for rape and corruption
   The Chief Minister of the State,revoked a law,bringing temples in the state,under the control of the state,in pursuance of a Uttarakhand High Court Order (as the temple priests went on a strike,for “haq” and “huqooq”,since they claimed that they had “ancestral divine rights”,to be priests,and planted candidates against the BJP,in local state polls)
   Besides 3 SOE, not a single SOE has its annual report,annual accounts,directors report,audit report,in the public domain.The pathetic state of affairs was intimated,by the petitioner,to the CMO,CS-Uttarakhand and the Governor,This is at instruction and direction of the Uttarakhand Government
   Not a singe state owned or funded shrine (Badrinath Kedarnath Temple Committee or Kedarnath Uthan Charitable Trust), has placed their annual accounts,audit reports,donations and grants data,CSR project data,artefacts audit data,on line,for public scrutiny
   There is no audit,verification,metallurgical testing of the donations and offerings in kind,of precious metal/mineral objects,made to the shrines, and they are also, not accounted for,in the financial statements.This is the case for all the items in the shrine,accumulated in the last 2000 years.In other words,when a donation in kind,is made of a gold/diamond object,it is not tested,weighted,sorted,stacked separately, or valued per se,or for accounting and financial statements,and is not subject to any special security protocol.It is SEALED with purported metallic offerings,and the coding and sealing system is,as of now,unclear.
   This state has the dubious distinction of passing a circular, restricting RTI Applications u/s 6(1) of the RTI Act, to 1 PIO, to completely paralyse the RTI Act in the state,with the USIC,not even making a whimper of a protest
   Every SOE,in the state,is suffering losses,except where “Nature”, operates the SOE,such as UFDC (for timber) and UJVNL (for hydro power).The state thrives on excise on sales of sheera and hemp,which accrue Rs 3000 crores per annum to the state
   UP earns excise of Rs. 40000 crores on a population of 24 crores,and Uttarakhand earns an excise of Rs 3000 crores on a population of 1 crore.Assuming an average excise rate of 10%,the per capital alcohol consumption in this state is Rs 30000 ! This disaster rhymes with the abysmal state of education and illiteracy in the state, and the Anti-Muslim and Anti-Christian Pogroms,in the state
   Many SOE in the state,have prepared no annual accounts, and done no statotory audits,for 10-25 years
   SOEs are being run into the ground, to palm them off to political crony capitalists, under the PPP scheme,for obvious reasons,besides downsizing staff strength
   The State has a Freedom of Religion Act,wherein a sentient needs a certificate,from the District Magistrate,before conversion
   The State has a Salary and Pension Bill of Rs 24000 crores, on a population of 1 crore,when UP has a Bill of Rs 188,000 crores on a population of 25 crore,People who were in the UP government (pre-partition of the state),employed as errand boys,peons,sweepers,toilet cleaners etc.,are now making and executing policies, in the Uttarakhand Government
   UPCL has annual losses of Rs 2000 crores, and the state has no viable manufacturing industry, to absorb the cross subsidy of power tariffs (besides power theft and distribution losses)
   The state has no jobs, no money and no industry,and so,is ramping up the spiritual cocktail circuit infra (of roads,trains and flights to shrines),at a cost of 5 billion USD,which is useless for Non Hindoos (Which is 70-80% of India).The only purpose of this infra,is to line the pockets of politicians and boost up the land and hotel valuations near the hindoo shrines,which are owned by the politicians and their pets,and to show voters, that the BJP did what the Congress could not do,in 70 years (and thus,divert the mind of hapless hindoos, from the core issues of jobs and inflation) !
   Since there is no money for payroll.the state is not filling vacancies,and using Manpower consultants and BPOs to do the work using non-govtt staff.Manpower Consultants are a prime tool for corruption in state contracts.How will the youth of Uttarakhand be employed,in this,with their Hindi medium education and fake degrees ? That will cause political uncertainty,chaos,crime and Naxalism.But most importantly,the state will have to eventually, make a law for reservations, in the private sector.EVEN THE RECRUITMENTS IN THE VIDHAN SABHA WERE DONE BY BRIBES !
   The entire govtt school education, in the state,is in Hindi,and their intellect and skill levels,are abysmal.Cheating is rampant in exams.Degrees are fake from dubious universities.Is this the raw material which will work in the manufacturing industry in Uttarakhand ? There is no intellect,scientific temper,out of the box thinking,problem solving skills,and the people are steeped in superstition,casteism, bigotry,chauvinism and hate.Will this material, be able to staff the industrial architecture, of the state
