B Upendran | HENB | Yadgir | Aug28, 2026:: The suspension of two government schoolteachers in Karnataka for participating in Rashtriya Swayamsevak Sangh (RSS) Patha Sanchalana (route marches) has triggered a fresh controversy over the treatment of government employees associated with the Hindu nationalist organisation. Critics say that such government restrictions on the RSS amount to severe repression of Hindus, denying them the freedom to participate in Hindu festivals or Hindu organisational activities.

The Karnataka Education Department suspended Gururaj Joshi, an assistant teacher at Government Girls’ High School in Hunasagi, and Anna Saheb Deshmukh, head teacher at Government Lower Primary School in Kuppi, Surpur taluk, through orders issued on August 20 by Yadgir Deputy Director of School Education Channabasappa Mudhol.

The action was taken over their alleged participation in RSS programmes. The department cited provisions of the Karnataka Civil Services (Conduct) Rules, 2021, and ordered that the two teachers remain suspended pending departmental inquiry.

RSS Participation at the Centre of Controversy

Joshi was accused of participating in an RSS Patha Sanchalana at Talikoti in Vijayapura district on October 12, 2025, while Deshmukh was accused of attending a similar RSS event at Hunasagi on October 10, 2025.

The matter reportedly came to the authorities’ attention following complaints by Jumanna Gudimani, Yadgir district president of the Ambedkar Swabhimani Sene. In Joshi’s case, a photograph of his participation was reportedly published in a local newspaper, after which a complaint seeking disciplinary action was submitted.

The Education Department subsequently initiated disciplinary proceedings against the two teachers.

Teachers Reject Allegation of Misconduct

The teachers reportedly argued that the RSS programmes were conducted on Sundays, outside their official working hours, and were cultural rather than political activities.

The department nevertheless held that their participation prima facie constituted “dereliction of duty” and violated provisions of the Karnataka Civil Services (Conduct) Rules, 2021.

The action has raised an obvious question among RSS supporters and sections of the Hindu community: can participation in a cultural or social organisation outside official working hours legitimately become grounds for suspending a government employee?

Teachers Say Events Were Cultural

In their responses, the teachers reportedly argued that the RSS programmes were held on Sundays, outside their official working hours, and were cultural rather than political activities.

The Education Department, however, rejected the explanation and held that their participation prima facie amounted to “dereliction of duty” and violated provisions of the Karnataka Civil Services (Conduct) Rules, 2021. The proceedings cited Rules 3(1), 3(2), 3(3), 5(1) and 7.

The department’s action has therefore brought renewed attention to the rules governing the participation of government employees in activities associated with political or socio-political organisations.

RSS and the Question of Government Employees’ Rights

The controversy has once again brought the RSS into the centre of a wider ideological and administrative debate in Karnataka.

For decades, the RSS has described itself as a socio-cultural organisation devoted to the organisation of Hindu society, national service and cultural regeneration. Its shakhas, route marches and public programmes are conducted openly across the country.

Against this backdrop, supporters of the suspended teachers argue that participation in an RSS programme outside working hours should not, by itself, be equated with dereliction of official duty.

They also contend that disciplinary action against government employees for attending RSS programmes risks creating a perception that participation in a particular ideological or cultural organisation can invite administrative scrutiny.

RSS Participation Cited as Grounds for Action

According to the proceedings, Joshi participated in an RSS Patha Sanchalana held at Talikoti in Vijayapura district on October 12, 2025. Deshmukh was accused of participating in a similar RSS event in Hunasagi on October 10, 2025.

Suspension Pending Inquiry

Joshi was suspended under Rule 10(1) of the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, pending completion of the departmental inquiry. The suspension order provides for a subsistence allowance, while restricting him from leaving his headquarters without prior written permission.

Deshmukh was similarly suspended pending inquiry after the department rejected his explanation regarding his participation in the RSS programme.

The proceedings also stressed that government employees are expected to comply with service-conduct regulations and maintain the required standards of official conduct. The department further noted the responsibility of teachers to serve as role models in society.

Political and Administrative Debate

The suspensions have sparked a wider debate over the extent to which government employees can participate in activities organised by the RSS and other socio-political organisations outside their official working hours.

Supporters of the teachers’ position argue that participation in a programme held on a Sunday and outside school hours should not automatically constitute misconduct, particularly when the participants describe the event as cultural rather than political. The Education Department, meanwhile, has relied on the applicable service rules in initiating disciplinary proceedings.

The controversy also comes amid continuing political debate in Karnataka over the RSS and the participation of government employees in activities associated with the organisation.

For now, the two teachers remain suspended pending the outcome of the departmental proceedings, which will determine whether the allegations warrant further disciplinary action.

‘Selective Repression’ Allegations

The episode has consequently fuelled allegations of selective administrative action against RSS-linked employees.

Critics of the suspensions argue that the government must apply service-conduct rules consistently and should not single out employees merely because of their association with the RSS. They contend that a democratic system must distinguish between an employee’s official responsibilities and lawful activities undertaken in his or her private time.

The Karnataka Education Department, however, has maintained that its action is based on applicable service rules and that the disciplinary proceedings will determine whether the teachers committed misconduct.

A Larger Ideological Battle?

The Yadgir episode is therefore larger than the suspension of two teachers. It touches upon a recurring question in contemporary India: how far can the State regulate the ideological, cultural and social activities of its employees outside the workplace?

For RSS supporters, the suspension of the two teachers is being viewed as another instance of what they describe as institutional hostility towards the Sangh and Hindu nationalist organisations.

For the Education Department, the matter remains one of service discipline and compliance with government rules.

The departmental inquiry will ultimately determine the fate of the two teachers. But the controversy has already reignited the debate over whether government service rules are being applied uniformly—or whether participation in the RSS continues to carry a special administrative stigma in parts of the country.
