Upendra Bharti | HENB | Mathura | Aug 27, 2026:: Security arrangements have been strengthened around the disputed Krishna Janmabhoomi–Shahi Idgah complex in Mathura amid concerns over a possible ‘Kar Seva’ at the site, according to submissions made by Mathura administration officials before the Allahabad High Court.

The administration informed the High Court that precautionary security measures had been put in place at the disputed premises following concerns over a possible gathering or voluntary religious activity by Hindu groups.

The issue has assumed significance as Hindu religious leaders in Mathura had called for ‘Kar Seva’ in support of their demand to “liberate” the Krishna Janmabhoomi site. The term generally refers to voluntary religious service or collective action undertaken by devotees.

The Krishna Janmabhoomi–Shahi Idgah dispute concerns the ownership and religious character of land in the Katra Keshav Dev area of Mathura. Hindu petitioners have sought the removal of the Shahi Idgah, claiming that the mosque stands on land associated with the birthplace of Lord Krishna.

The Allahabad High Court has clubbed together multiple suits concerning the dispute. In 2023, the court consolidated 18 related suits for consideration. Several of the petitions seek reliefs including the removal of the Shahi Idgah structure and declarations concerning the rights of the deity and devotees over the disputed property.

Earlier proceedings before the High Court have recorded the competing claims surrounding the site, including petitions asserting that the disputed land belongs to Lord Krishna and that the existing structure was constructed over land associated with the Krishna Janmabhoomi. These claims remain matters for judicial adjudication.

The dispute has deep historical, religious and legal dimensions. In earlier proceedings, the High Court noted that the suits involve claims concerning the right to worship and demands for the removal of the Shahi Idgah, while also observing that several complex legal and historical questions require judicial determination.

Security Measures

Against this backdrop, the Mathura administration’s decision to reinforce security reflects the authorities’ concern over maintaining law and order around the sensitive religious site. The administration’s submissions before the High Court indicate that security arrangements were made as a preventive measure in view of apprehensions surrounding the proposed ‘Kar Seva’ during Krishna Janmastami festival.

The authorities face the delicate task of preventing any breach of peace while allowing the judicial process concerning the disputed property to continue.

A Dispute Before the Courts

The legal battle over the site has continued for several years, with different parties advancing competing claims regarding ownership, possession, religious rights and the validity of earlier agreements and judicial decrees.

One of the suits currently before the High Court seeks, among other reliefs, a declaration concerning the 13.37-acre Katra Keshav Dev property and challenges earlier judgments and decrees connected with the dispute.

For now, the question of the disputed property’s legal status remains before the judiciary. With security heightened around the complex, the administration is seeking to ensure that developments outside the courtroom do not disrupt the judicial proceedings or create a law-and-order situation in Mathura.
