Stop Cross Border Cattle Smuggling To Weaken The Islamic Insurgency In India (Burdwan Blast etc.) & Bangladesh.

Approximately a huge fund of Rs 3500-4000 crores (25-30% of the total turnover of illegal Indo-Bangladesh cross border cattle smuggling) is being pumped in terror groups to unleash Jihad in Bengal and all over India every year.

Hindu Existence Media Bureau | New Delhi | 16 oct 2014::  Big Money laundering chain helping jihadi militant groups out of the money earned through cattle smuggling rackets both in West Bengal and Bangladesh has been unearthed during the investigation of Burdwan (Khagragarh, West Bengal) Blast Case. Every year 50-60 lakhs of cows, bulls, bullocks, buffaloes are being trafficked from India to Bangladesh costing Rs 5 crore per day which scores a yearly turnover of Rs. 14,000-15,000 crores on an average.  And 20-25% money of the turnover of these exposed cattle smuggling rackets goes to the Jihadi funds as mandate to unleash an Islamic State in India and Bangladesh. The Home Ministry agencies and Border Security Force of India have identified 68 points of 149 such villages in the border region of West Bengal used as smuggling corridors. Heavy surveillance has been deployed to the critical areas related to cross border cattle smuggling rackets and prospective Jihadi hubs in West Bengal, as the reports came in.

National Investigation Agency (NIA)  probing  Burdwan (Khagragarh, West Bengal) blast,  is trying to  authenticate this kind of information that JMB (Jamaat ul Mujahideen,Bangladesh),  Jamaat e Islam Bangladesh, Indian Mujahedeen and different Jihadi modules both in Bangladesh and India are closely connected with these Cattle smuggling and money laundering rackets through the strategic instigation of Pakistani spy agency ISI. Sources said that  Burdwan blast witnesses and Shimulia Madrasa operators under custody  viz. Abdul Hakim, Razia Bibi, Alima Bibi and Hashemullah have confessed more or less about all these Jihadi planning during interrogation by the intelligence agencies.

Investigations suggest that the cross border cow smuggling rackets are more active in West Bengal, Assam, Tripura, Meghalaya borders in Bangladesh attachments. Cow smuggling rackets in Bengal with its overwhelming network in the Indian states like Uttar Pradesh, Bihar, Jharkhand, Odisha, Andhra Pradesh, Kerala, Haryana, Punjab, Rajasthan etc. have been pumping a huge finance to the terror modules in Bengal and now it  hits the media also as a daylight truth. As Bangladesh Govt approved cow smuggling through Indo-BD border under customs penalty of Rs 500-1000 for each cattle in BD Taka currency since 1993. Bangladesh Border customs departments legalize this entire illegal cow smuggling under a possession certification by any individual and upon the declaration that the cattle are recovered in the BD border side when roaming aimlessly.   Approximately a huge fund of Rs 3500-4000 crores (25-30% of the total turnover of illegal cross border cattle smuggling) is being pumped in terror groups to unleash Jihad in Bengal and all over India every year. Moreover the fake currency rackets are also fussed as another support source of the Mujaheddin rackets to upsurge Militant insurgency both Bengal and India.

The Government of Bangladesh is also earning about 50 million USD every year by validating this illegal cross border Jihadi Cow smuggling rackets. The districts of North 24 Parganas, Malda, Murshidabad, Nadia, Cooch Behar, North and South Dinajpur in the border areas of West Bengal have been identified as transit routes for trafficking of cattle in a rampant way. NIA is likely to run further investigations for such cattle smuggling trade with the counterfeit notes. All these probabilities of funding as prime source of money for the Islamic militants are looming large on the investigation in Burdwan Blast case.

Indian Cattle are being mainly trafficked in Bangladesh through Rajshahi, Dinajpur, Chapainawabganj, Sylhet, Chittagong, Rangpur, Jessore, Kushtia and Satkhira border and inside cattle trafficking hubs. East and North-East Frontier intelligence agencies of Indian Govt.  reports confirm that cattle smuggling is growing with an indulgence and irresponsibility of a section of Border Security Force personnel who are dishonest and money mongers. And Bangladesh Rifles and Bangladesh customs agencies are promoting these activities for their monetary gain and Islamic inclination. It is now being investigated that how many Madrasas (Islamic seminary) have received such unaccounted funds from cattle smuggling and counterfeit currency networks to spread Militant insurgency in India and Bangladesh. Greedy political parties both in power and opposition present in these critical areas of illegal cattle trading corridors are involved or silent on the issues related to illegal cattle trading affecting both economy and security of the land.

As a matter of fact Bangladesh is the largest beef exporter in Middle East and surroundings and earning huge foreign currency for which the illegal trans-border Jihadi cattle trade from India is obviously the main base of the business.

India’s central investigating agency NIA has already pointed out the matter of illegal trans-border cattle smuggling and its money involvement in Militant activities in a shape of radical Jihad. In a NIA charge-sheet against Kashmiri militant group Hizbul Mujahideen  as filed in  April 2013,such antecedents  were hinted  that the profit of cow smuggling rackets was being utilized in Militant insurgency. The matter has come to light through two threads as excerpted by two reporters named Debanjan Das and Shankar Kumar Dey  in reports  published in West Bengal daily, ‘Bartaman’ on 14^th October, 2014 and  Bangladesh daily ‘Dainik Janakantha’  on 15th Oct 2014, respectively.

In a lecture delivered on NIA Day on 20.01.2014, the former National Security Advisor and then Governor of West Bengal Shri M K Narayanan pointed out that: “It is both worthwhile and relevant here to look at the additional support apparently exists for terrorist outfits in India. The role of the Students’ Islamic Movement of India (SIMI) is particularly significant in this respect. Currently banned, SIMI is seen as one of the fountainheads of Islamic extremist ideology in the country. It is now established that it often acts as an ideological mentor to cadres of the Indian Mujahideen, the Jam-Iyyathul-Ansar-ul-Muslimeen and Hizb-ut-Tehrir, all of whom are firm believers in jihad and the necessity of engaging in militant activities to achieve their ends. While the IM has carried out a series of attacks across the country the JIAM has carried out a series of terrorist attacks in Kerala and beyond.

There are quite a few instances in India itself of terror outfits like the Indian Mujahideen benefitting from the ‘revolutionary philanthropy’ of the larger terrorist organizations – who provide them with arms, material and logistics in carrying out attacks. Counter terrorism experts point out that terrorist outfits today are experimenting with ‘micro-terrorism’ — which involves low cost operations such as bombs placed in vehicles and planes — and ‘syndicated terrorism’ where disparate terrorist outfits share resources, information, and logistics to carry out coordinated attacks.”

But, the TMC (Trinmool Congress)  Party and its Supremo, Mamata Banerjee  protect the interest of SIMI and Islamist men like Ahamed Hasan Imran (former SIMI founder now a MP, TMC Rajya Sabha member) to promote the Jihadi activism in the State of West Bengal and allow the soil of Bengal as a Jihad hub.

Moreover the TMC run Govt. in  West Bengal had sanctioned 10000 unsanctioned Madrasas which are allegedly involved in Jihadi activities in West Bengal. The Govt of India had given several letters to the WB Govt to put a check on the subversive and terrorist activities generated from these border area Madrasas particularly in North 24 Parganas, Nadia and Murshidabad. Mamata Banerjee and her party (TMC) ignored the matter and pampered the Muslim appeasement as a policy decision of TMC as apprehended.

It leads to an apprehension that TMC is giving shelters to SIMI founder member for its political gain and many of TMC cadres are involved in Burdwan Jihadi blast case and other militant activism generated from Madrasas here and there. If SIMI is banned for its terrorist and subversive activities, why the same stand is not applicable to TMC too?

It is very much transparent that the huge fund coming from illegal cross border cattle trafficking and it is posed as one of the main monetary sources utilized by Jihadi outfits of West Bengal module and by its Indian and Bangladeshi chapters.

Prohibition of cross border cattle trafficking is a must to weaken the militant activities of Muslims in the name of Jihad against Humanity. Porous Indo-BD border must be tightened immediately to stop Jihadi infiltration, Cattle smuggling rackets and counterfeit Indian currency as prime measures.
