Upendra Bharti | HENB | New Delhi | May 01, 2026:: In what officials describe as a step toward promoting inclusivity and religious tolerance, the provincial government of Sindh in Pakistan has announced the introduction of dedicated religious textbooks for Hindu students in government schools. The initiative, led by the Sindh School Education and Literacy Department, will initially cover students from Grades 3 to 5 for the academic year 2026–27.

Acting on directives from Sindh Education Minister Syed Sardar Ali Shah, a formal communication has been issued to the Sindh Textbook Board to begin the preparation and publication of these materials. Authorities have stated that the curriculum will be developed in consultation with Hindu organizations, scholars, and subject experts to ensure authenticity and cultural relevance.

According to the minister, the move aims to uphold the rights of religious minorities and reflects a commitment to pluralism. He noted that, historically, non-Muslim students in government schools were taught Ethics as a substitute for faith-specific instruction. “We have taken a step that should have been implemented much earlier,” he said, emphasizing that no community should be deprived of its fundamental religious rights.

Official data indicates that over 129,000 Hindu students are currently enrolled in Grades 3 to 5 across Sindh’s government schools. Districts such as Tharparkar and Umerkot account for a significant portion of this population. The first phase of the initiative will focus on these grades, with potential expansion in the coming years.

Sindh has the highest concentration of Hindus in Pakistan, estimated at around 8.5% of the province’s population, compared to approximately 1.86% nationwide. The announcement has therefore drawn attention both domestically and internationally, with some observers welcoming it as a positive institutional reform.

However, the move has also triggered criticism and skepticism from various quarters. Critics argue that while the introduction of religious textbooks is a symbolic step, it does not address broader concerns faced by minority communities. Reports from rights groups have long highlighted issues such as land encroachment, attacks on places of worship, forced conversions, physical attacks, and social intimidation affecting sections of the Hindu population in the region.

Analysts suggest that the effectiveness of the initiative will depend on its implementation and whether it is accompanied by broader structural measures to ensure safety, equality, and justice for minorities. While the Sindh government presents the policy as a milestone in educational reform, its long-term impact on community confidence and interfaith harmony remains to be seen.
