Hridya Bharti | HENB | Panaji | Oct 18, 2026:: Goa Police have registered an FIR against 300 unidentified protesters who participated in a Cockroach Janata Party (CJP) protest in Panaji on October 11, alleging that they raised slogans that hurt Hindu religious sentiments.
“During a public protest organised in Panaji, the functionaries and supporters of CJP raised slogans such as ‘Murdabad, Murdabad, Hindutva Murdabad’, thereby promoting religious disharmony and deliberately hurting the religious sentiments of the Hindu community,” Panaji Police Inspector Vijaykumar Chodankar said.
He said the police had registered the case under Sections 196 and 299 of the Bharatiya Nyaya Sanhita (BNS), 2023, which deal with promoting enmity between different groups on religious grounds and deliberately outraging religious feelings, respectively.
Earlier, the Chief Minister had said that the incident was under investigation and that the government would not tolerate attempts to disturb communal harmony in the state.
Ramprasad Kelkar, a resident of Taleigao, filed the complaint after coming across a video of the October 11 protest circulating on social media.
“I have seen the video… Members of CJP had organised a protest against Chief Election Commissioner Gyanesh Kumar, demanding his resignation over alleged discrepancies in the Special Intensive Revision (SIR) and the deletion of names from electoral rolls across the country,” Kelkar said in his complaint.
“According to local news reports, it also came to my notice that a woman coordinator of CJP had applied for permission to hold the protest before the North Goa Collector, but the application was rejected,” he added.
Kelkar said the organisers had described the demonstration as peaceful. However, he alleged that the protesters raised slogans against Hindus.
“However, it was noticed that the protesters were raising slogans against Hindus… which shows that the protest was organised to disturb harmony and peace in society and the locality,” he stated in his complaint.
Seven protesters were detained by the police after entering Azad Maidan, where the district administration had denied CJP permission to hold the demonstration. They were subsequently released after the Bombay High Court convened a late-evening hearing on October 11 on a habeas corpus petition.
